Project “For Integrated Water Resources Management”

 

The project “For Integrated Water Resources Management” is being developed as part of the international collaboration project involving the Crimean Basin Water Resources Department and the Republican Committee on Water Management Construction and Irrigated Agriculture of the Autonomous Republic of Crimea on one part and the Province of Nord-Brabant (Kingdom of the Netherlands) on the other part within the framework of LOGO EAST II program.

 The 2000 Water Framework Directive is the most substantial piece of EC water legislation to date. It defines the main principles of water resources management and the ways to promote good water quality and safety of rivers and water bodies. One of the major principles suggested by the Directive is integrated river basin water resources management model. To implement this water resources management model, river basin management plans have to be developed for each river basin.   

This Salgir River Basin Management Plan is being developed by the Crimean BWRD based on the provisions of the Water Framework Directive.

The following work has been carried out within the framework of this project.

1. The river basin management area characterization.

1.1.  For the surface water bodies:

- the boundaries of the surface water bodies including the Salgir, its lower-order tributaries, ravines, drainage collectors, ponds, etc. mapped;

- ecoregions and surface water bodies types within the basin boundaries mapped.

1.2. For ground water:

- groundwater depth levels boundaries mapped.

2. The Salgir river basin and riparian water protection zone boundaries defined and mapped.

3. Water abstraction points from water bodies within the basin boundaries, sewage outfall and drainage water discharge points mapped.

4. Water monitoring network gauging site boundaries mapped.

5. List of competent authorities regulating water relations in the district defined.

          6. Water bodies types defined and mapped

7. The sources of Salgir river basin dot pollution defined and mapped

8. The sources of Salgir river basin diffuse pollution defined and mapped

9. The river basin geological structure and soil cover mapped.

10. The Salgir river basin chinks defined and mapped

11. The Salgir river basin protection zones mapped.


6 - 14 Jun, 2008 there was the visit of Dutch experts Matthijs ten Harkel (Province of Noord-Brabant), Herbert Roerink (3Alterra, Wageningen UR ) to Simferopol within the project of bilateral cooperation between the Crimean BUVR and partners of the Kingdom of the Netherlands LOGO EAST II, approved for 2008-2009.  The project is scheduled the following work:
1. Creating a plan for integrated water resources management in Salgir river basin.
2. Improvement of monitoring system in the Salgir river basin.
In addition, the discussion identifies specific areas, volumes and stage, as well as the agreed detailed plan for the first phase of the project for the period June-October 2008.
With the participation of Crimean BUVR in the draft bilateral cooperation may receive grants of $ 70 thousand euro, which will include improvements in computer technology, purchase of special software, as well as the training of specialists in the Dutch partner.

06 - 14 June 2008 year - the visit of Dutch expert on the program of cooperation VNG International in the LOGO East II in Ukraine


17 - November 23, 2008 - the Crimean delegation undertook a working visit to the Kingdom of the Netherlands (province of Noord-Brabant town Hentodenbos) under a cooperation program VNG International in the LOGO East II to Ukraine.

2-11 April 2009 - the visit of Dutch experts Matthijs ten Harkel , Herbert Roerink,  Jan Bovendeur, Sari Buijze to Simferopol.


As a result of working visits, the experiences of the Province of Noord-Brabant (The Netherlands) for the river basin management plan was studied, experts familiarized with local conditions, sites visited, and set targets for further joint cooperation.
